A Decision Confidence Record is a structured decision-support document produced for strategic decisions. Rather than delivering a single recommendation, it documents what a recommendation rests on.
- The recommended course of action
- The evidence supporting it
- The assumptions it depends on
- The strongest opposing case
- The confidence attached to the recommendation
- The conditions that would change it
The objective is not to replace executive judgment. It is to make the basis of a decision visible at the moment it is taken, while the choice is still open.
Five dimensions of decision confidence
Every record evaluates a recommendation across the same five dimensions.
Expert consensus
Assesses agreement among relevant domain experts, while preserving the areas of genuine uncertainty and disagreement rather than averaging them away.
Historical base rates
Examines how comparable situations have resolved, providing outside-view context for what should be expected.
Signal alignment
Evaluates whether the available qualitative and quantitative evidence supports the recommendation or contradicts it.
Dissent analysis
Constructs the strongest credible case against the recommendation, then tests it. A dissent that survives scrutiny lowers confidence; one that does not raises it.
Input quality and recency
Assesses the completeness, reliability, and age of the information available at the time the recommendation is produced.
Recommendations should evolve
Markets shift. Regulation changes. Competitors move. A recommendation should not stand simply because it was right when it was written.
Phronem is designed around the principle that a strategic recommendation should be revisited when the assumptions behind it materially change — and that the record should show what those assumptions were.
Under development, stated openly
Phronem's methodology is being actively developed and refined. The objective is a transparent, evidence-based framework for evaluating strategic decisions.

The methodology is intended to change as empirical evidence accumulates. Revisions will be documented.
Independent scrutiny is the plan, not yet the position
The conceptual methodology is intended to undergo external review with academic researchers and practitioners as it matures.
Phronem also plans to recalibrate elements of the framework after an initial benchmark of approximately 200 logged decision outcomes, recognizing that this threshold is a design objective rather than a guarantee of statistical sufficiency.
Any future revisions will be documented transparently.
